Strategic planning

The Federation has defined the following strategic objectives:

Goal 1
Promotion of effective implementation of patients’ rights to facilitate access to quality, equitable medical care, and improve patients’ quality of life.

This addresses issues outlined in critical issue 1.

Goal 2
Empowerment of substantial patient involvement in developing and implementing health-related policies, planning for optimal patient needs management.

This addresses issues outlined in critical issue 2.

Goal 3
Promotion of a strong, effective, and unified patient movement allowing the Federation to represent a strong voice on behalf of all patients in Cyprus.

This addresses issues outlined in critical issues 2 (establishment and empowerment of the Federation) and 3 (capacity of member organizations).

Goal 4
Promotion of patient-centered policies through the development of effective and reliable collaboration among relevant entities.

This will address issues as outlined in all critical issues (reduce biases, bridge diverging opinions, raise awareness within the Health Powerhouse Organization (HCP), and personnel among others about rights).

Goal 5
Promotion and defense of policies to reduce risk factors for chronic diseases and improve public health in Cyprus.

This will address critical issue 4.

This section of the Strategic Plan outlines in general terms the areas of action the Federation will utilize to work towards the strategic objectives as defined in Section 4. These areas of action provide an overview of the work targeting the objectives and will be detailed in the Federation’s Annual Work Plans.

Goal 1
Promoting the effective implementation of patient rights to facilitate access to high-quality, equitable healthcare and improve the patients’ quality of life.

Collecting evidence of the existing legislation’s implementation regarding patients’ rights concerning availability, quality, and equitable access to healthcare. Identifying disparities and inequalities within the system that can be improved. Contributing to identifying solutions to make the healthcare system more sustainable while strengthening quality, safety of healthcare services, and equitable access for all patients.

Goal 2
Empowering meaningful patient involvement in the development and implementation of health-related policies and planning for optimal addressing of patients’ needs.

Creating clear documents outlining positions and perspectives regarding the implementation of the National Health Plan and other relevant health policies in Cyprus that will interest patients. Enhancing patient organizations’ participation in all organized groups, such as the National Health Insurance Organization, governmental bodies, hospitals, pharmaceutical services, medications, and other avenues influencing health policies. Creating advocacy materials based on evidence to inform policy-setting activities and advocacy. Advocating for the establishment of registries and reliable health statistics concerning the population’s health and chronic diseases in Cyprus. Establishing and maintaining partnerships among all healthcare stakeholders and improving communication with the Ministry of Health, the Health Committee of the Parliament, and all policy-setting bodies.

Goal 3
Promoting a strong, effective, and unified patient movement that allows the Federation to have a strong voice on behalf of all patients in Cyprus.

Developing the Federation’s capabilities by developing a fundraising strategy and increasing membership. Improving the Federation’s visibility and creating a communication strategy. Establishing clear roles, procedures, practices, and communication channels for Federation members’ communication. Promoting the Federation as a platform for exchanging ideas, best practices, and creating partnerships among members. Developing organizational capacity among members through training workshops and seminars.

Goal 4
Promoting patient-centered policies through the development of effective and reliable collaboration among relevant stakeholders.

Establishing dialogue channels with healthcare professionals, employees, and other relevant organizations and institutions. Creating educational and informative material on patient rights and other relevant issues, such as a cross-border healthcare directive for patients, healthcare professionals, and intermediaries. Participating in conferences and meetings to strengthen patients’ influence. Creating awareness campaigns and understanding of patient rights among lawmakers and politicians.

Goal 5
Advocating for policies that improve public health and reduce risk factors for chronic diseases.

Supporting actions that interest the general public in collaboration with our members. Advocating for the creation and implementation of comprehensive legislation that addresses risk factors for chronic diseases and population control programs. Raising awareness among legislators and politicians about the value of improved public health policies. Recognizing and facilitating collaborations and partnerships among our members.

Minimal performance indicators for strategic goals

The following performance indicators will be used to evaluate the process:

Goal 1
The Federation achieves the collection of evidence and documentation of case studies for the execution of patients’ rights.

The Federation accomplishes the identification and proposal of solutions that render the healthcare system more sustainable while simultaneously enhancing the quality of healthcare services, safety, and equitable access for all.

Goal 2
Policy documents and opinions generated by the Federation are based on evidence and are utilized by key stakeholders.

The Federation succeeds in influencing policies in a manner that is more favorable for effectively addressing the real needs of patients.

The Federation is capable of establishing and strengthening collaboration among key stakeholders, including the Ministry of Health, the Health Committee in Parliament, and at least one organized group.

Goal 3
The Federation achieves a substantial increase in funding from governmental sources and private donors.

The Federation creates and implements comprehensive mechanisms to promote active exchange of ideas, best practices, collaboration, and effective participation of members in its activities.

The Federation succeeds in enhancing the capacity of its members by organizing at least two organizational development workshops.

Goal 4
The Federation establishes channels for dialogue with healthcare professionals, staff, and other relevant organizations and institutions.

The Federation organizes relevant campaigns based on evidence and informational material for healthcare professionals, patients, intermediaries, and all other relevant stakeholders.

The Federation achieves an increase in awareness of patient rights by organizing at least one conference and participating in at least 1 educational workshop annually.

Goal 5
The Federation facilitates and promotes collaboration among organizations to address risk factors for chronic diseases.

The Federation promotes the understanding and recognition of the value of improved public health policies.

A mechanism for monitoring and evaluating the strategic plan. The strategic plan was approved by the General Assembly on June 16, 2015. The Executive Committee will monitor the degree of success of the performance indicators. The President and Secretary of the Council must also be appointed responsible for monitoring the implementation of the strategic plan.

The Federation Secretariat will develop the annual operational plan of the Strategic Plan. The operational plan will be approved by the Board of Directors. Review and adaptation of the strategic plan will be considered if relevant changes occur in the political, economic, and social environment that affects the organization. Recommendations in this regard may come from the Secretariat, be discussed participatively by the Board of Directors, and approved by the General Assembly.
